Design Reviews

HQUSACE policy, ER1110-34-1, requires TSC review of all Corps designed airfield and railroad projects. Policy also requires review of roadway projects over $5M.

  • Technical review of all USACE designed airfield projects, paragraph 6.b.(1) and Appendix A
  • Technical review of all USACE designed railroad projects, paragraph 6.b.(2) and Appendix A
  • Technical review of all USACE designed roadway projects greater than $5M, paragraph 6.b.(3) and Appendix A
  • Airfield paving workshops and post award teleconferences for USACE managed airfield projects exceeding $5M per paragraph 6.b.(4) and Appendix B
  • On-site technical support during construction for USACE managed airfield projects exceeding $10M per paragraph 6.b. (5) and Appendix B
  • Technical review of PCC and Asphalt JMF for USACE managed airfield projects per 6.b.(6) and Appendix C

HQ AMC policy requires TSC review of all Air Force Air Mobility Command (AMC) airfield projects (including airfield lighting/NAVAIDS) over $1M.

For Design-Build projects, the TSC provides review of the Request for Proposal (RFP) package and contractor design submittals for airfield, railroad, and roadway projects. Model RFP for airfields is recommended for developing design-build RFPs for airfield projects.

Review Fees are based on project scope, programmed amount, complexity, number of reviews, review meetings (if any), and if airfield lighting and/or NAVAIDS are included. See ER 1110-34-1, Appendix D.

AR 95-2, dated 10 April 2007 (Rapid Action Revision (RAR) 16 Oct 2008), requires TSC review of all real property facility designs for the maintenance, repair or construction of any item related to Army aircraft operational facilities. Army Commands will be developing policy memorandums to implement new AR 95-2 requirements.

ER 1110-34-1, paragraph 12.(4), dated 31 October 2016, strictly prohibits all airfield projects, editing or rewriting of un-bracketed text in the referenced UFGSs, paragraph 3h, 3i, and 3j is not allowed.
