Generic Schedule
Prior to the Review
The ADTIP
triennial review staff shall notify the garrison appointed ADTIP manager and/or
DPW staff of the scheduled site visit (approximately 60 days prior to the
visit). Additionally, ADTIP triennial
review staff shall provide a draft review report listing the requesting the
supporting documents from the garrison.
The Garrison
ADTIP manager and/or DPW staff shall review the metric in this document and
provide the requested supporting documents 30 days prior to the scheduled site
visit.
Review Interview
Answers to
the interview questions should be based on actual key management controls (for
example, document analysis, direct observation, sampling, simulation,
other). Answers that indicate
deficiencies shall be explained and corrective actions identified in supporting
documentation. The garrison shall
indicate weakness in the program, problems encountered (e.g. funding, personnel
shortages, unclear directions) or items that are working as well as a program
or garrison initiatives that would be recommended to other garrisons.
Report
A draft
report using the metric describe below with available information shall be
provided to the garrison ADTIP manager prior to the site visit. A second draft is provided following the site
visit for the garrison ADTIP manager’s final review and input. A final report is provided to IMCOM G-4, ACOM
and the garrison ADTIP manager no later than 90 days from the site visit.
Certification
that this evaluation has been conducted must be accomplished on DA Form 11–2
(Management Control Evaluation Certification Statement) every 5 years.
QA Review Team
QA / Triennial Review Process
The winter
IPR is where the IMCOM triennial review staff proposes the annual review list
of garrisons and schedule. ACOM
representatives shall notify garrisons of upcoming reviews based on proposed
schedule presented in the winter IPR.
The on-site
triennial review begins with an in-brief between the garrison DPW staff and the
ACOM triennial review staff. The
in-brief includes but is not limited to a summary/overview of the triennial
review requirements (specifically referencing the AR requirement), scope
(specifically reviewing the ADTIP programs and recent changes), review schedule
and review report.
In addition
to the above list some in-brief general talking points include:
1. Programs included structures
currently in real property (General Fund Enterprise Business System"
(GFEBS)
2. Critical findings
a. Immediate actions
b. Supporting documentation such as the
garrison annual work plan, DA Form 4283 “Facilities Engineering Work Request”,
DD Form 1354 “Transfer and Acceptance of Military Real Property”, or “Service
Order List” for any of the maintenance/repairs items
3. Installation Status Report (ISR)
based on the most current version
4. Current mobilization requirements
5. Garrison special requirements
6. Outcomes of other garrison reviews
The
interview with the installation functional area managers and DPW staff is a
considerable part of the triennial review.
The interview scope follows the review metric outlined in the section
below. Specific questions, supporting
documentation, examples and evaluation criteria are provided.
The
triennial review exit-brief includes but is not limited to a summary/overview
of the triennial interview discussion.
The exit-brief shall contain an explanation of any metric items rated
red or black.
